General Info: The Office of Human Resources of James Madison University (JMU) invites applications for the Director of Human Resources position. The position begins January 4, 2013.
The Director of Human Resources is responsible for leading the human resources team in serving the university community by administering university HR policies and practices for all employees including staff, administrative and professional faculty, instructional faculty, adjunct faculty and wage employees. The Director of Human Resources is chiefly responsible for overseeing the delivery of innovative and service-oriented HR functions including recruitment and selection; benefits (including insurance and retirement); total compensation including organizational structure, pay practices and workforce strategy; employee relations and engagement; human resources information systems and business processes associated with collection, processing and maintenance of HR metrics and data.

The Office of Human Resources is located in a newly renovated facility and includes a staff of 25 who provide the full range of Human Resources support for administrators, faculty and staff of the university.

Duties and Responsibilities: The Director of Human Resources will provide strategic HR leadership for the university including developing and implementing a Human Resources Strategic Plan consistent with the University's Strategic Plan (2013-2018, currently in process). The Director will lead the HR staff in developing innovative process and service-delivery improvements leading to greater organizational effectiveness for the university. The Director will provide vision and creative leadership to the university in all areas of human resources management.
The Director of Human Resources will be expected to work with the Senior Leadership Team to ensure human resources strategies, perspectives and trends are a university priority. The Director will serve in the primary role for the development of policies and programs covering employment laws, compensation, benefits, performance management, employee relations, employee recruitment, selection and retention in compliance with all applicable federal, state and local laws. The Director has broad responsibilities for the administration, interpretation and implementation of programs and policies to ensure university compliance with relevant rules, regulations, laws and Executive Orders. The Director of Human Resources will be chiefly responsible for strategic human resources planning in order to position the university as a well-respected employer of choice and to support the institution on its journey to becoming a nationally recognized, comprehensive university. The Director must share a commitment to diversity, inclusion and civility for all students, faculty and staff as well as the extended JMU community.
The Director maintains a collaborative partnership with the university's Information Systems and Payroll departments for many HR activities. The Director of Human Resources must have a general knowledge of HR data and metrics. This includes but is not limited to data gathering, compilation, analysis and report preparation. The Director of Human Resources must have working knowledge and proven successes in the area of business applications and HRMS functions and information systems (e.g., PeopleSoft, PeopleAdmin, Nolij) including exposure to and experience in one or more of the following: testing simulations for upgrades or software modifications; fit-gap analysis and process mapping; functional business analysis of workflow processes and other transitional issues between HR, Payroll and the user community.
The Director of Human Resources will lead, direct or oversee investigations of complaints and allegations of inappropriate employee behavior or violations of the Standards of Conduct. The Director provides oversight to the Employee Mediation Center and Employee Ombuds function.
In conjunction with the HR team the Director of Human Resources oversees the regular review of policies, procedures and practices to ensure they meet the strategic needs of the JMU community.
The Director of Human Resources participates in preparation or oversight of reports and compliance activities related to EEO/AA, ADAAA, Workers Compensation and Title IX.
The Director of Human Resources will serve as a primary design resource on compensation and rewards initiatives.
The Director of Human Resources is responsible for assisting in the administration of recognition programs or HR activities to maintain and improve positive employee relations.
The Director of Human Resources maintains relationships with the appropriate external agencies, professional consultants and peers within and external to the Commonwealth of Virginia.
The Director of Human Resources serves on campus committees, task forces and various commissions as a chief collaborator to represent the interests of faculty and staff.
Qualifications: The successful candidate will have an outstanding human resources career history that incorporates a minimum of six to eight years of progressive and successful senior human resources related leadership experience and possess an earned Master's degree in a relevant field. The candidate must have substantial experience and possess expertise across all HR functional areas (especially compensation, benefits and employee relations) and superior oral and written communication skills. The successful candidate will have experience within a college or university system or closely related field. Candidates will be screened for a demonstrated knowledge of the principles of human resources management including but not limited to benefits, classification and compensation, employee relations, recruitment and selection and HRMS including common HR metrics. Candidates must possess a comprehensive understanding of relevant laws, regulations, rules and practices to ensure compliance and successful audits by governing agencies. The successful candidate will have a career history that includes demonstrated creativity and strategic approach with human resources innovations, including leadership skills and the ability to formulate, communicate and execute strategic initiatives. The successful candidate will demonstrate the ability to establish and maintain cooperative working relationships with colleagues and represent the university with external parties in a professional and ethical manner. The successful candidate will provide evidence of effective leadership to include operating in a culture of teamwork including trust, respect and dignity. Candidates must be able to demonstrate a successful track record of commitment to diversity, inclusion and civility as well as a customer service orientation.
Successful candidates must be able to analyze complex HR data, derive conclusions and make recommendations that align strategically with department, division and university initiatives. Candidates must be able to convey their commitment to integrity, ethical leadership and practices. Candidates must possess excellent interpersonal skills; demonstrated ability to set priorities, define assignments and create an environment where others are motivated to achieve shared goals. SPHR certification is preferred.
