Clinton releases road map for AIDS-free generation

WASHINGTON (AP) ? In an ambitious road map for slashing the global spread of AIDS, the Obama administration says treating people sooner and more rapid expansion of other proven tools could help even the hardest-hit countries begin turning the tide of the epidemic over the next three to five years.

"An AIDS-free generation is not just a rallying cry ? it is a goal that is within our reach," Secretary of State Hillary Rodham Clinton, who ordered the blueprint, said in the report.

"Make no mistake about it, HIV may well be with us into the future but the disease that it causes need not be," she said at the State Department Thursday.

President Barack Obama echoed that promise.

"We stand at a tipping point in the fight against HIV/AIDS, and working together, we can realize our historic opportunity to bring that fight to an end," Obama said in a proclamation to mark World AIDS Day on Saturday.

Some 34 million people worldwide are living with HIV, and despite a decline in new infections over the last decade, 2.5 million people were infected last year.

Given those staggering figures, what does an AIDS-free generation mean? That virtually no babies are born infected, young people have a much lower risk than today of becoming infected, and that people who already have HIV would receive life-saving treatment.

That last step is key: Treating people early in their infection, before they get sick, not only helps them survive but also dramatically cuts the chances that they'll infect others. Yet only about 8 million HIV patients in developing countries are getting treatment. The United Nations aims to have 15 million treated by 2015.

Other important steps include: Treating more pregnant women, and keeping them on treatment after their babies are born; increasing male circumcision to lower men's risk of heterosexual infection; increasing access to both male and female condoms; and more HIV testing.

The world spent $16.8 billion fighting AIDS in poor countries last year. The U.S. government is the leading donor, spending about $5.6 billion.

Thursday's report from PEPFAR, the President's Emergency Plan for AIDS Relief, outlines how progress could continue at current spending levels ? something far from certain as Congress and Obama struggle to avert looming budget cuts at year's end ? or how faster progress is possible with stepped-up commitments from hard-hit countries themselves.

Clinton warned Thursday that the U.S. must continue doing its share: "In the fight against HIV/AIDS, failure to live up to our commitments isn't just disappointing, it's deadly."

The report highlighted Zambia, which already is seeing some declines in new cases of HIV. It will have to treat only about 145,000 more patients over the next four years to meet its share of the U.N. goal, a move that could prevent more than 126,000 new infections in that same time period. But if Zambia could go further and treat nearly 198,000 more people, the benefit would be even greater ? 179,000 new infections prevented, the report estimates.

In contrast, if Zambia had to stick with 2011 levels of HIV prevention, new infections could level off or even rise again over the next four years, the report found.

Advocacy groups said the blueprint offers a much-needed set of practical steps to achieve an AIDS-free generation ? and makes clear that maintaining momentum is crucial despite economic difficulties here and abroad.

"The blueprint lays out the stark choices we have: To stick with the baseline and see an epidemic flatline or grow, or ramp up" to continue progress, said Chris Collins of amFAR, the Foundation for AIDS Research.

His group has estimated that more than 276,000 people would miss out on HIV treatment if U.S. dollars for the global AIDS fight are part of across-the-board spending cuts set to begin in January.

Thursday's report also urges targeting the populations at highest risk, including gay men, injecting drug users and sex workers, especially in countries where stigma and discrimination has denied them access to HIV prevention services.

"We have to go where the virus is," Clinton said.

Green Blog: Susan Rice Has Stake in Keystone Pipeline

Should Susan E. Rice, the United Nations ambassador, be nominated for Secretary of State, one issue likely to arise during confirmation hearings, aside from the lethal attack on the American Mission in Benghazi, Libya, is her large stock holdings in TransCanada, the company seeking an American permit to build the proposed the Keystone XL pipeline.

According to financial disclosure documents filed in May, Ms. Rice owns from $300,000 to $600,000 worth of stock in the Canadian pipeline company (See Page 5).

Because the State Department oversees transboundary pipelines, the Secretary of State is ultimately responsible for determining whether Keystone XL should go forward.

But her stock holdings in TransCanada,? first reported by the Sunlight Foundation and Onearth.org, an environmental publication affiliated with the Natural Resources Defense Council, would surely complicate the issue.

According to the United States Office of Government Ethics, federal law requires executive branch employees to be recused from matters ?if it would have a direct and predictable effect on the employee?s own financial interests or on certain financial interests that are treated as the employee?s own.?

The ethics agency also advises that employees may be directed to divest financial investments if they pose a substantial conflict.

Last year, Ms. Rice and her husband earned between $7,500 and $25,000 on their investments in TransCanada, according to financial disclosure forms (which require officials to provide only a range of investments and earnings).

?We need a full team at the State Department, including the secretary, to be free of any conflicts of interest when it comes to tar sands and TransCanada,? said Susan Casey-Lefkowitz of the Natural Resources Defense Council, which opposes Keystone XL.

?I think she would need to sell her stock, and we would fully expect her to do that.?

Ms. Rice has not been nominated by President Obama to head the State Department, but she is said to be among his top choices.

Mr. Obama recently leapt to Ms. Rice?s defense as Congressional Republicans ramped up criticism of her handling of the attack on American diplomats in Benghazi, Libya.

Ms. Rice?s office at the United States Mission to the United Nations did not immediately respond to a request for comment on her stock holdings. And TransCanada said it was not in a position to speak about potential nominees.

?That is a matter for the president of the United States,? said Grady Semmens, a spokesman for the company.

Ms. Rice, whose husband is Canadian, also has stock in other Canadian energy companies whose pipeline projects would fall under the jurisdiction of the State Department.

Federal filings show that Ms. Rice and her husband own at least $1.5 million worth of holdings in Enbridge, which transports Canadian oil sands crude through the United States. The company was heavily criticized by environmental groups after a 2010 pipeline spill dumped more than 840,000 gallons of oil near Marshall, Mich., leading to the closure of a 39-mile stretch of the Kalamazoo River.

The fate of the Keystone XL, which would ship oil sands crude from Alberta to the Gulf Coast, is expected to be one of the most controversial decisions for the new Secretary of State.

A human-caused climate change signal emerges from the noise

Livermore, Calif. -- By comparing simulations from 20 different computer models to satellite observations, Lawrence Livermore climate scientists and colleagues from 16 other organizations have found that tropospheric and stratospheric temperature changes are clearly related to human activities.

The team looked at geographical patterns of atmospheric temperature change over the period of satellite observations. The team's goal of the study was to determine whether previous findings of a "discernible human influence" on tropospheric and stratospheric temperature were sensitive to current uncertainties in climate models and satellite data.

The troposphere is the lowest portion of earth's atmosphere. The stratosphere sits just above the troposphere, between 6 and 30 miles above earth's surface.

The satellite temperature data sets were produced by three different research groups, and rely on measurements of the microwave emissions of oxygen molecules. Each group made different choices in processing these raw measurements, and in accounting for such complex effects as drifts in satellite orbits and in instrument calibrations.

The new climate model simulations analyzed by the team will form the scientific backbone of the upcoming 5th assessment of the Intergovernmental Panel on Climate Change, which is due out in 2014.

In both satellite observations and the computer model simulations of historical climate change, the lower stratosphere cools markedly over the past 33 years. This cooling is primarily a response to the human-caused depletion of stratospheric ozone. The observations and model simulations also show a common pattern of large-scale warming of the lower troposphere, with largest warming over the Arctic, and muted warming (or even cooling) over Antarctica. Tropospheric warming is mainly driven by human-caused increases in well-mixed greenhouse gases.

"It's very unlikely that purely natural causes can explain these distinctive patterns of temperature change," said Laboratory atmospheric scientist Benjamin Santer, who is lead author of the paper appearing in the Nov. 29 online edition of the journal, Proceedings of the National Academy of Sciences. "No known mode of natural climate variability can cause sustained, global-scale warming of the troposphere and cooling of the lower stratosphere."

The team analyzed results from climate model simulations with specified historical changes in human and natural external factors, and from simulations with projected 21st century changes in greenhouse gases and anthropogenic aerosols. They also looked at simulations with no changes in external influences on climate, which provide information on the year-to-year and decade-to-decade "noise" of internal climate variability, arising from such natural phenomena as the El Nio/Southern Oscillation and the Pacific Decadal Oscillation.

The team used a standard "climate fingerprint" method to search for the model signal pattern (in response to human influences, the sun and volcanoes) in the satellite observations. The method quantifies the strength of the signal in observations, relative to the strength of the signal in natural climate noise.

The Note's Must-Reads for Wednesday, November 28, 2012

Compiled by ABC News' Jayce Henderson, Amanda VanAllen and Carrie Halperin

FISCAL CLIFF ABC News' Devin Dwyer John Parkison, and Sunlen Miller: " Obama, GOP Mount 'Fiscal Cliff' Campaign Blitz" Tis the season for spreading holiday cheer and, this year, urgent messages about the "fiscal cliff." President Obama, Republican lawmakers and an army of independent advocacy groups have mounted an aggressive new public campaign to highlight the stakes in a deal to avoid an economically toxic package of automatic tax hikes and spending cuts could take hold in 35 days." LINK

The Wall Street Journal's Janet Hook and Carol E. Lee: " Democrats Harden Budget Positions " The White House and congressional Democrats hardened their budget positions on Tuesday and signaled they are prepared for partisan jockeying before any agreement to block impending spending cuts and tax increases can be reached with Republicans. Sen. Dick Durbin (D., Ill.), a rare liberal who has supported changes in Medicare and other entitlements as part of a broad budget deal, made clear he wouldn't back them under a short-term agreement to avoid the fiscal cliff. LINK The Washington Post's David Nakamura Zachary Goldfarb: " Obama public relations effort aims to avoid 'fiscal cliff'" The White House signaled Tuesday that it will try to marshal the momentum from President Obama's reelection triumph into another victory at the negotiating table, launching a full-fledged public relations effort to avoid a "fiscal cliff" that could jolt the nation back toward recession. Administration officials said Obama will hit the road this week for a campaign-style series of events with ordinary Americans, including a visit to a toy manufacturer in suburban Philadelphia on Friday. LINK

TAX RATES The Hills' Alexander Bolton: " Democrats raise their asking price for a deficit agreement" Democrats are increasing their demands on what should be in a deficit deal, seeking to shield entitlement programs and insisting on raising the nation's debt ceiling this year. In the wake of President Obama's reelection and Democratic gains in Congress, party leaders are growing bolder as the Dec. 31 deadline for extending the Bush-era tax rates and stopping automatic spending cuts approaches. LINK

SUSAN RICE The New York Daily News' Joseph Straw and Corky Siemaszko: " Susan Rice's attempt to make nice with Capital Hill critics of Benghazi remarks backfires" So much for Susan Rice's charm offensive. The UN ambassador's attempt to make nice with her harshest critics backfired Tuesday after she met face to face with three Republican senators threatening to block her promotion to secretary of state. LINK

The Los Angeles Times' Paul Richter: " GOP senators unswayed after meeting with Susan Rice" Susan Rice would seem to have everything going for her: close ties to President Obama, charter membership in the Washington foreign policy establishment, and seasoning after four years as U.S. ambassador to the United Nations. But her path to becoming America's top diplomat looks increasingly rocky. LINK

The Washington Times' Shaun Waterman: " Senators 'troubled' by Rice answers on Libya" Republican senators said Tuesday that they have even more questions about the Sept. 11 terrorist attack on the U.S. Consulate in Benghazi, Libya, after meeting with U.S. Ambassador to the United Nations Susan E. Rice, who has become a lightning rod for criticism of the Obama administration's handling of the attack. "I want to say that I'm more troubled today," Sen. Kelly Ayotte of New Hampshire said after she and fellow Republicans Sens. John McCain of Arizona and Lindsey Graham of South Carolina met with Mrs. Rice for an hour Tuesday morning behind closed doors on Capitol Hill. LINK

GENERAL ALLEN The New York Times' Elisabeth Bumiller and Scott Shane: " Investigation Into General Narrows Look at E-Mail" Two and a half weeks after Defense Secretary Leon E. Panetta announced an inquiry into e-mail exchanges between Gen. John R. Allen of the Marines and a socialite in Tampa, Fla., some 15 investigators working seven days a week in the Pentagon inspector general's office have narrowed their focus to 60 to 70 e-mails that "bear a fair amount of scrutiny," a defense official said. LINK

GAY RIGHTS Bloomberg's Greg Stohr: " Marriage Cases Thrust Supreme Court Into Gay-Rights Fight" The U.S. Supreme Court is raising the stakes in the same-sex marriage debate as it considers taking up the issue for the first time, testing momentum built by advocates through electoral wins in four states this month. The justices are scheduled to confer privately on Nov. 30 on 10 pending appeals, including clashes over the U.S. Defense of Marriage Act, which blocks gays from receiving federal marriage benefits, and a California ballot measure that outlawed same-sex nuptials there in 2008. The high court may say as early as that afternoon which cases it will consider. LINK

OTHER Politico's Scott Wong: " McCain and Hillary's bipartisan bond" Sen. John McCain renewed his attacks on U.N. Ambassador Susan Rice on Tuesday, but he's gone soft on Hillary. As she wraps up her tenure at Foggy Bottom and mulls over a possible 2016 White House bid, Secretary of State Hillary Clinton's decade-old bipartisan friendship with McCain appears to have helped shield her from GOP fire - even as her agency finds itself in the thick of a partisan battle over Benghazi. 2 shot at funeral for reputed Chicago gang member

By Phil Rogers, Dick Johnson and Lisa Balde, NBCChicago.com

One man was killed and a second man was in critical condition after a shooting Monday at the funeral of a known gang member.

Mary Sistrunk said her son, 21-year-old Sherman Miller, was killed in the shooting inside St. Columbanus Church.

Another man, 26-year-old, Deonte Ousley, was rushed to surgery in critical condition.

Police said both Miller and Ousley are "convicted felons and had a gang affiliation."

Sistrunk said she lost another son in a similar incident about four years ago and said she told Miller he needed to "let go of those people and get with God."

For more, visit NBCChicago.com

The funeral, in the 300 block of East 71st Street, was for James Holman, who was shot and killed a week ago at 60th and Michigan. Gunfire reportedly broke out in the vestibule of the church as the funeral ended.

Eyewitness April Smith said she saw a man approach the church from 72nd and Prairie, then walk inside and start shooting. She heard at least 10 shots before seeing the man run out, drop the gun and take off, she said.

"This has to stop. If it's happening at funerals, it's going to continue to happen," she said.

Pastor Corey Brooks tweeted that gunfire broke out after he preached a funeral there.

"Please pray I believe people have been hit it is Chaos about 500 people here. This is Crazy!!"?he tweeted.

"Two people shot and it appears that one is dead and one critical,"?he tweeted. "Please pray for Chicago. This is Horrible!!

Police could not confirm Brooks' description of the scene.

Brooks on Sunday said he is considering a bid for former Rep. Jesse Jackson Jr.'s vacated congressional seat?in the 2nd District. Brooks became known as the "rooftop pastor" after holding a vigil atop a Super Motel to draw attention to Chicago violence.?

Four people were killed and 20 were injured in shootings over the long holiday weekend.

Police Supt. Garry McCarthy said Monday the police department's strategy to curb gang violence is working and the number of murders after May 1 has decreased year over year.

"I can't change what happened in the first quarter,"?McCarthy told reporters. "What I can do is fix it moving forward."

In A New Relationship? Expect A Pricey Holiday Gift | YourTango

guys spend more on gifts
Hey, big spender.

A study reveals newly attached men buy more expensive gifts than their female counterparts.

We often complain that men are so hard to shop for, but could he be the one who?s actually stressing over your holiday gift this year? A new study from Cupid.com suggests so, reporting that guys are more likely than women to shell out the big bucks on presents when they?re in a new relationship.

It turns out they expect more from their new gal too ? but they shouldn't hold their breaths, because we're not too keen on returning the favor.?The study found that a measly 5% percent of women would spend more than?$100 on their new partner, whereas 22% of men say they?d splurge for their new girlfriend.

More from YourTango: Porn Stars Have Higher Self-Esteem Than You

So are we ladies just being cheap ??or are guys being indulgent? I?d say it?s the latter; guys tend to use that first gift as a measure of their devotion ? which would explain why 15% percent of men said they would end the relationship (!) if their new significant other didn?t spend enough on them ??and only 11% of women found a gift?s price tag to be a deal breaker.?So much for that ?gold digger? stigma. Also: really, guys?! A deal breaker?

Thinking back on my last relationship and his first holiday gift, I remember my guy doing his research. He consulted his sister, mom, female friends, and even asked me subtle questions to find the perfect gift. When he ended up presenting me with a beautiful new watch, I was shocked by how many friends and family members commented on the gift ??and by extension, what he keeper he was.

More from YourTango: Weird News: Swedish Woman Discovered "Loving" Skeletons

He wasn't. That said, it might be time to give credit where credit is due: guys aren't always as clueless when it comes to gift-giving as we like to think. It all?boils down to the gesture that the first gift represents; it's the first time a guy is showing you he cares, and he wants to put his best foot forward. Could an extravagant gift also feed his ego? Perhaps?but I?m not complaining. (Also, check in with that guy a few years into the relationship. His gift-giving prowess may not be what it used to be.)

How important is first holiday gift to you? Do you expect him to spend a certain amount? Do you expect him to spend more than you?

Consumers to spend less if middle-class taxes rise: White House

WASHINGTON (Reuters) - A White House report says that if that Congress allows taxes to go up on middle-class families, consumers will spend $200 billion less in 2013.

The report by the White House's National Economic Council and Council of Economic Advisers, released on Monday, was the latest salvo by President Barack Obama to encourage lawmakers to extend tax cuts for families making less than $250,000 a year and fix a tax aimed at making sure wealthy people pay a minimum amount.

The newly re-elected Democratic president is negotiating with Republicans in Congress over the "fiscal cliff" - a combination of tax increases and spending cuts that would go into effect next year if the two sides do not reach a deal to stop it.

While the White House and Republican leaders wrangle over raising taxes on the wealthy - a key campaign promise of the president's - Obama would like Congress to pass measures now to lock in lower tax rates for the middle class, the primary constituency he courted in his re-election campaign.

"The president has called on Congress to act now on extending all income tax cuts for 98 percent of American families and not to hold the middle-class and our economy hostage over a disagreement on tax cuts for households with incomes over $250,000 per year," the report said. "The Senate has passed this bill and the president is ready to sign it."

The White House also wants lawmakers to fix the alternative minimum tax, which was set up decades ago so that wealthy Americans could not avoid taxes using legal tax breaks and loopholes. The AMT was not indexed for inflation and has to be updated or "patched" every year to avoid sweeping in millions of less affluent taxpayers.

"Allowing the middle-class tax rates to rise and failing to patch the Alternative Minimum Tax could cut the growth of real consumer spending by 1.7 percentage points in 2013," the report said.

"This sharp rise in middle-class taxes and the resulting decline in consumption could slow the growth of real GDP by 1.4 percentage points, which is consistent with recently published estimates from the Congressional Budget Office."

The CEA estimated that consumers would spend nearly $200 billion less next year as a result of higher taxes. The drop would hurt the retail industry, which has accounted for nine percent of employment growth since the U.S. recession ended in June 2009, the report said.

FORT MEADE, Md. (AP) ? An Army private charged in the biggest security breach in U.S. history is trying to avoid trial by claiming he was already punished enough when he was locked up alone in a small cell and forced to sleep naked for several nights.

Pfc. Bradley Manning was expected to testify about his treatment during a pretrial hearing set to begin Tuesday and run through Sunday in a military court at Fort Meade, outside Baltimore.

Manning's lawyers contend he was illegally punished by being locked up alone in a small cell for nearly nine months at the Marine Corps brig in Quantico, Va., where he had to sleep naked for several nights.

Military commanders from Quantico and Fort Leavenworth, Kan., where Manning was later moved, were expected to testify first in the proceedings.

Judges can dismiss all charges if pretrial punishment is particularly egregious, but that rarely happens. The usual remedy is credit at sentencing for time served, said Lisa M. Windsor, a retired Army colonel and former Army judge advocate now in private practice in Washington.

In a 1956 case, U.S. v. Bayhand, a military appeals court ordered all charges dismissed against a soldier who had been forced during his pretrial confinement to do hard labor alongside a sentenced prisoner. The court ruled that the soldier had been given an illegal order.

Since then, there have been few, if any, cases in which pretrial punishment has led to dismissal of all charges. Lt. Col. Eric Carpenter, chairman of the criminal law department at the judge advocates school in Charlottesville, Va., said he couldn't find one but he couldn't say for sure that the remedy hasn't been granted.

Manning has also offered to take responsibility for the leak by pleading guilty to reduced charges. The military judge hasn't yet ruled on the offer and prosecutors have not said whether they would still pursue the charges against him.

He was kept at the Marine Corps brig from July 2010 to April 2011. The military contends the treatment at Quantico was proper, given Manning's classification as a maximum-security detainee who posed a risk of injury to himself or others. He was later moved to Fort Leavenworth, where he was re-evaluated and given a medium-security classification.

A United Nations investigator called the conditions of Manning's time at Quantico cruel, inhuman and degrading, but stopped short of calling it torture.

Outside Fort Meade, about two dozen people gathered in the rain and under umbrellas to show support for Manning. Some held a banner that said, "Support Bradley Manning." They then observed the courtroom proceedings, many wearing black t-shirts with the word "Truth" in white lettering.

The 24-year-old native of Crescent, Okla., faces possible life imprisonment if convicted of aiding the enemy, the most serious of the 22 charges.

He is accused of sending hundreds of thousands of classified Iraq and Afghanistan war logs and more than 250,000 diplomatic cables to the secret-spilling website WikiLeaks while he was working as an intelligence analyst in Baghdad in 2009 and 2010.

Real Estate Companies Focus On the Greenest Side of Green ...

An article posted to the website of National Real Estate Investor noted that 5 real estate companies were included in Newsweek magazine?s Green Rankings (total: 500 companies) for 2012 ? including Vornado Realty Trust at #87 and CBRE Group at #96.

In 2011, Vornado was #177; CBRE was #128. See the NREI article here.

Of course, companies that own a lot of buildings (as does Vornado) or operate/manage them for clients (which is CBRE?s business) would seem to be prime candidates for attention from electrical contractors.

But consider this spin on what?s really important, from the article:

?As a property owner, our focus on sustainability and energy efficiency is centered around lowering our operating expenses while improving our operating practices,? says Sukanya Paciorek, Vornado?s New York-based vice president, corporate sustainability.

?Since 2007, the company has successfully LEED-certified over 30 million sq. ft. of its portfolio and has implemented some of the most innovative energy and data management programs in the U.S.?

Paciorek cites examples including a 6.2-MW co-generation plant in New York and a 980-kW solar system in New Jersey as ?highlights of our forward-looking approach to technology and efficiency.?

LEED involves many criteria but, from what?s above, the ELECTRICAL aspects of projects seem to get a relatively stronger weighting. This can?t be bad for contractors hoping to help customers on a range of energy-efficient measures that help lower customer operating expenses.

Additionally, the article quoted David Pogue, sustainability director of CBRE Group. He was the keynote speaker at NECA?s 2012 Energy Forum.

Addendum: An article in the May issue of TED presented the perspective of Chris Studney, now VP for energy & sustainability for yet another real estate firm, Jones Lang LaSalle. The kicker: Studney spent the first 13 years of his career, up to April 2011, working for electrical distributors. He is, then, an electrical industry veteran ? who?s now sitting on the other side of the table.

Business Week On TSA: Airport "Security" Is Making Americans Less ...

Business Week | November 24, 2012
By Amy Alkon

"$100 billion spent and not one risk analysis study," wrote the engineering prof friend of mine who sent me this link from a Charles Kenny piece in Business Week:

In 2010 the National Academy of Science reported the lack of "any Department of Homeland Security risk analysis capabilities and methods that are yet adequate for supporting decision making." DHS (and the TSA in particular) is spending huge bundles of large denomination bills completely blind.

All this spending on airline security is worse than wasteful. Following the official rules while still attempting to show decency toward passengers all but forces TSA employees to delay, embarrass, and inconvenience many thousands every day. Faced with the prospect of such unpleasantries this holiday season, countless Americans will skip the flight to grandma's house and drive instead.

Banks offer loans, credit limit hikes to Sandy ... - Personal Finance

Multiple card issuers are offering victims of Superstorm Sandy credit line increases.

NEW YORK (CNNMoney) ? In the wake of Superstorm Sandy, banks are offering short-term loans and emergency credit limit increases to many East coast residents. But before jumping on one of these offers, make sure you know what you?re getting into.

Citi (C, Fortune 500), Wells Fargo (WFC, Fortune 500), Bank of America (BAC, Fortune 500), Chase (JPM, Fortune 500) and American Express (AXP, Fortune 500) have been sending out e-mails and posting alerts on their websites, notifying credit card customers that they may qualify for special credit offers if they were impacted by the storm. And in certain cases, banks are being a little more lenient with their lending standards.

Citi is offering emergency credit line increases to its customers. If a Citi customer isn?t initially approved under the standard screening process, the bank will re-evaluate their account history to take into consideration ?storm-related consequences that may be out of the customer?s control,? a Citi spokeswoman said. And it will become the customer?s new credit limit going forward.

Bank of America customers will need to be creditworthy to qualify for a credit line hike, but each case will be determined on an individual basis, taking into consideration the storm?s impact. The new limit will also become permanent.

Related: More banks waiving fees in wake of Sandy

Meanwhile, Chase said some customers in affected areas can get credit line extensions even if they wouldn?t normally qualify, but the limit would revert to its previous level once they recovered from the storm.

Taking advantage of a credit limit increase isn?t a bad idea as long as you have a low interest rate and no cheaper options, said Odysseas Papadimitriou, CEO of credit card comparison site CardHub.com. But if your rate is high, the interest can really pile up. Instead, it may make better sense to apply for a new card with a promotional offer like a 0% interest rate for a certain period of time ? which are common heading into the holidays.

In addition to credit line increases, Wells Fargo is offering short-term loans to its customers. Its Direct Deposit Advance is advertised as a way to cover emergency expenses and costs $7.50 for every $100 borrowed.

Related: Superstorm Sandy donations top $11 million

However, short-term loans are rarely a good idea, said Papadimitriou. Likened to ?payday loans? by consumer groups, they carry steep fees that borrowers often can?t afford to pay back by the time the loan is due ? a date that typically coincides with their next paycheck.

When calculated over the average term of 10 days, APRs on these short-term loans typically run in the triple digits. The fee on Wells Fargo?s advance is lower than most, but its APR would still amount to a high 270% for a 10-day loan period.

?Even [getting a credit limit increase on] the highest credit card APR out there ? in the 40% or 50% range ? is going to be more attractive than a payday-type loan,? said CardRatings.com founder Curtis Arnold.

While both options may sound tempting if your house or car has just been flooded and you can barely pay the bills, remember to check with your insurance company to figure out what is covered first. And, of course, tap into any funds available from national or state disaster relief agencies, said Papadimitriou.

Related: Filing insurance claims after Sandy ? What to expect

The Federal Emergency Management Agency (known as FEMA), for example, will often cover rental payments for temporary housing when a storm victim?s home isn?t available. Grants are also available for home repairs and to replace household items that were destroyed. Other disaster-related expenses like medical, dental, funeral or transportation services, may also be covered by FEMA. To apply for assistance, go to DisasterAssistance.gov. You can apply by smartphone at m.fema.gov or call 1-800-621-3362.

Meanwhile, the Small Business Administration offers disaster loans of up to $200,000 with interest rates as low as 1.7% to homeowners needing to repair or replace homes damaged or destroyed by the storm. Loans up to $40,000 are available for homeowners or renters to repair or replace personal property that was damaged.

Many nonprofits ? like the American Red Cross ? are also offering free assistance to storm victims, including meals, shelter, and transportation. Banks offer loans, credit limit hikes to Sandy victims

five Methods To Lower Your Car Insurance Rates Drastically: Auto ...

When consumers seek auto insurance coverage quotes comparisons, it aids if they realize which factors give a hefty enhance to those premiums even across various companies. To get the coverage that you require for your certain scenario at the lowest achievable expense, it pays to know what you can modify and what you can?t regarding automobile insurance.

It is All about Threat

As with any enterprise, insurance organizations are in the enterprise to make cash. Accordingly, they have devised techniques to calculate who presents the greatest threat in order to charge these customers much more although charging much less to those who are least likely to price them money. Their actuarial professionals can supply reliable predictions about who is most likely to have accidents, and thereby price the business income.

1 thing you need to realize is that these predictions have to be based on group data, not on people. This can make some customers really feel exploited given that they feel they are much better than most drivers and deserve a decrease premium. Nevertheless, most individuals vastly overestimate their own driving ability, analysis shows. A classic study discovered that 93% of those surveyed said their driving expertise had been above common! A whopping 88% stated they had been in the best half in terms of safety as nicely.

What Can You Do To Lower Your Rate?

The ten key dimensions in figuring out auto insurance rates involve some elements that are very easily changed, some that could be more tough, and some that are just givens. Right here are the ones that you ought to know about that you can impact most very easily:

1. Your driving record. If you have a record of accidents or violations, you will spend much more since you are obviously a better danger. Contemplate taking driving lessons to enhance your abilities, specifically defensive driving.

two. Your claims background. Choose a policy with a higher deductible and then pay for tiny repairs out of pocket since those who make frequent claims are going to spend much more.

three. Your usage or mileage. The a lot more you drive, the greater your risk. How can you decrease the miles driven, e.g., to work? Can you carpool? Take public transportation? Get permission to work from home? Get inventive where you can!

four. Your payment record. If you have a record of becoming late in paying your insurance premiums, you could be forced to reapply and be provided a higher rate.

5. Your automobile sort. Your rates go up when you insure a model with high theft rates or high repair costs and go down when you pick a single that thieves ignore and that your mechanic can repair cheaply.

Elements that Could Be Tough To Modify

In figuring your rate, there are 5 extra factors that could fluctuate in the course of your driving -years but that are less easy to alter than the above aspects. These contain the following: the quantity of drivers, occupation, residential area, years at that address, and occupation.

Automobiles with a lot more drivers get employed a lot more frequently, so the rate goes up, but if you have 1 automobile for a two-individual family members, this is a hard one to alter. (With that logic, a driver with two cars must get a break, proper?) According to one survey, the lowest rates had been paid by scientists, pilots, actors, and artists. Who paid the most? Lawyers, executives, and company owners had been charged the highest premiums because they tend to encounter a lot more anxiety, travel more, and use cell phones although driving.

Age also figures in, with those at each and every intense paying larger rates. These below 25 and these over 65 are often hardest hit, according to reports. Savvy customers ask about discounts for great students. Maybe the insurance industry will soon invent a similar discount for very accountable seniors as the boomer generation ages. Once again, it is all about danger and profit, and insurance coverage companies require to compete.

At the exact same time, you can take steps as shown to get the lowest prices feasible by driving safely, creating few claims, paying your premium on time, driving much less, and by picking a automobile that is less expensive to repair and of much less interest to thieves. Additionally, getting car insurance coverage quotes online will decrease it further still.

Unitary Patent: a compromise that excludes the Parliament, the ...

Printer-friendly versionPDF version

Paris, the 21st of November 2012. Press Release.?? On Monday 12th of November, the Legal Affairs Committee (JURI) of the European Parliament held an extraordinary debate about the unitary patent, which was attended by Michel Barnier, the European Commissioner in charge of internal market. According to our sources, he has welcomed with the compromise found in the Council by the Cypriot Presidency. However, and as April highlighted it, this solution infringes the Union Law, and does not provide any democratic safeguard. These questions have been cleared out, even though the Commission is aware about the likely unlawfulness of this project.

Because of this, several MEPs demonstrated only a very limited support to this proposal. Some of the MEPs, such as Eva Lichtenberger (Greens/EFA) or Fran?oise Castex (Party of European Socialists), even opposed immediately the Council's new version.

Still, it appears that the text will be submitted again during the next plenary session of the European Parliament on December 11th, 2012, following a vote from the Council of the European Union on December 10th.

The lack of public communication from the European Parliament shows furthermore its lack of haste on this matter: though the debates could not be broadcasted due to a technical difficulty - and on that point the content of the Council's proposal was in fact not even released, no official communication was issued by the European Parliament.

"De facto, the European Parliament is currently excluded of any decision making on the unitary patent" explains Jeanne Tadeusz, April's Public Affairs Officer. "If the Council's demands do no evolve, there will be no real debate since the Parliament will have the choice between approving the changes demanded by the Member States and sending the entire text back before the Council, which already stated that the current compromise had been too difficult to reach to be amendable."

G?rald S?drati-Dinet, Volunteer Advisor on patents, concludes that "the entire dealing of this matter is a true example of disdain towards the institutions and towards the European construction. Instead of creating a true European patent, it is put in the hands of bodies outside of the Union; there is an attempt to stop the Parliament from voicing its opinion; and there is a complete disregard towards the European legal order. Yet the rapporteur of this draft regulation, Bernhard Rapkay, had clearly defined a "thin red line" that had to be not crossed. Yet it is exactly what is about to happen if the plenary is required to give its final opinion as early as December!"

April calls the European Parliament for postponing the vote in plenary session after the European Court of Justice's opinion, which was supposed to give its decision about the lawfulness of the enhanced cooperation in early 2013 (the opinion of the Advocate General is expected on 11th of December 2012). Indeed, the European Parliament cannot vote without the guarantee of the legal validity of this text with regards to all its aspects, which also requires a public notice of the legal service of the European Parliament about the Cypriot solution, because they have not yet had the opportunity to adjudge about this. Lastly, the access to all the documents on the analysis about the lawfulness of the unified patent jurisdiction is vital for the MEPs to get all the necessary information.

Therefore we must make our opinion heard on this topic that impacts all of us, so as to ensure that the unitary patent truly provides legal certainty and that it respects our rights and our liberties, including our liberty to program. It is therefore crucial to continue to contact the MEPs, and especially the project's rapporteur, Bernhard Rapkay, to remind him of the imporance of the legal uncertainty that this unitary patent would introduce. Companies can also sign the resolution submitted by April.

Pioneer of free software in France, April is since 1996 a major player in the democratisation and the spread of Free Software and open standards to the general public, professionals and institutions in the French-speaking world. Business Travel More Likely To Use Chartered Flights ? hot news

We have all heard about the rich and famous taking flight in their private jet or hiring a private chartered flight to move about from one exciting place to another. Private jets also are frequently used by companies who value their employee?s time and realize the value the private jets provide for themselves as well as the company.

When you sit back and look at the cost of bringing multiple executives and important shareholders and business associates together in one place or taking them all to one location, it makes sense to consider a private jet and a chartered flight. Not only do you get to travel in a more relaxed, private atmosphere; you can actually get something accomplished. If time is money, and everyone knows that it is, then lost time, even while traveling is costing your company money.

The advantages of hiring a private jet might just outweigh the actual cost of the jet expense. There is something to the adage ? time is money. When you factor in the time spent traveling to the nearest airport, waiting to go through security, waiting for flights that are delayed and then multiply that by the hourly wage of each executive traveling, the amount can be staggering. Unproductive time affects the bottom line ? profitability.

Hiring a private jet to transport all the necessary people to a meeting is well worth the cost. The saying, ?You get what you pay for? is true in this scenario. Private jets offer a comfortable atmosphere, privacy, and a no hassle flight allowing your executives to be more prepared to close that all important meeting. No more wondering if their delayed flight gave them enough rest time before the meeting the next morning. Jet lag can pose a problem for many.

There are moments when price cannot dictate as the top priority. Knowing that and implementing what is best for the long run of the company most likely is the reason you?re at the helm of the company. The big picture always needs to be scrutinized to determine what steps need to be taken along the way. Sometimes that step is paying the extra and hiring a chartered private jet.

Using a decent Jet charter is a smart option for any company that needs to get people somewhere as a group. Going with Private Jets Charter will make it a wonderful trip.
