WASHINGTON (AP) ? In an ambitious road map for slashing the global spread of AIDS, the Obama administration says treating people sooner and more rapid expansion of other proven tools could help even the hardest-hit countries begin turning the tide of the epidemic over the next three to five years.
"An AIDS-free generation is not just a rallying cry ? it is a goal that is within our reach," Secretary of State Hillary Rodham Clinton, who ordered the blueprint, said in the report.
"Make no mistake about it, HIV may well be with us into the future but the disease that it causes need not be," she said at the State Department Thursday.
President Barack Obama echoed that promise.
"We stand at a tipping point in the fight against HIV/AIDS, and working together, we can realize our historic opportunity to bring that fight to an end," Obama said in a proclamation to mark World AIDS Day on Saturday.
Some 34 million people worldwide are living with HIV, and despite a decline in new infections over the last decade, 2.5 million people were infected last year.
Given those staggering figures, what does an AIDS-free generation mean? That virtually no babies are born infected, young people have a much lower risk than today of becoming infected, and that people who already have HIV would receive life-saving treatment.
That last step is key: Treating people early in their infection, before they get sick, not only helps them survive but also dramatically cuts the chances that they'll infect others. Yet only about 8 million HIV patients in developing countries are getting treatment. The United Nations aims to have 15 million treated by 2015.
Other important steps include: Treating more pregnant women, and keeping them on treatment after their babies are born; increasing male circumcision to lower men's risk of heterosexual infection; increasing access to both male and female condoms; and more HIV testing.
The world spent $16.8 billion fighting AIDS in poor countries last year. The U.S. government is the leading donor, spending about $5.6 billion.
Thursday's report from PEPFAR, the President's Emergency Plan for AIDS Relief, outlines how progress could continue at current spending levels ? something far from certain as Congress and Obama struggle to avert looming budget cuts at year's end ? or how faster progress is possible with stepped-up commitments from hard-hit countries themselves.
Clinton warned Thursday that the U.S. must continue doing its share: "In the fight against HIV/AIDS, failure to live up to our commitments isn't just disappointing, it's deadly."
The report highlighted Zambia, which already is seeing some declines in new cases of HIV. It will have to treat only about 145,000 more patients over the next four years to meet its share of the U.N. goal, a move that could prevent more than 126,000 new infections in that same time period. But if Zambia could go further and treat nearly 198,000 more people, the benefit would be even greater ? 179,000 new infections prevented, the report estimates.
In contrast, if Zambia had to stick with 2011 levels of HIV prevention, new infections could level off or even rise again over the next four years, the report found.
Advocacy groups said the blueprint offers a much-needed set of practical steps to achieve an AIDS-free generation ? and makes clear that maintaining momentum is crucial despite economic difficulties here and abroad.
"The blueprint lays out the stark choices we have: To stick with the baseline and see an epidemic flatline or grow, or ramp up" to continue progress, said Chris Collins of amFAR, the Foundation for AIDS Research.
His group has estimated that more than 276,000 people would miss out on HIV treatment if U.S. dollars for the global AIDS fight are part of across-the-board spending cuts set to begin in January.
Thursday's report also urges targeting the populations at highest risk, including gay men, injecting drug users and sex workers, especially in countries where stigma and discrimination has denied them access to HIV prevention services.
Should Susan E. Rice, the United Nations ambassador, be nominated for Secretary of State, one issue likely to arise during confirmation hearings, aside from the lethal attack on the American Mission in Benghazi, Libya, is her large stock holdings in TransCanada, the company seeking an American permit to build the proposed the Keystone XL pipeline.
According to financial disclosure documents filed in May, Ms. Rice owns from $300,000 to $600,000 worth of stock in the Canadian pipeline company (See Page 5).
Because the State Department oversees transboundary pipelines, the Secretary of State is ultimately responsible for determining whether Keystone XL should go forward.
But her stock holdings in TransCanada,? first reported by the Sunlight Foundation and Onearth.org, an environmental publication affiliated with the Natural Resources Defense Council, would surely complicate the issue.
According to the United States Office of Government Ethics, federal law requires executive branch employees to be recused from matters ?if it would have a direct and predictable effect on the employee?s own financial interests or on certain financial interests that are treated as the employee?s own.?
The ethics agency also advises that employees may be directed to divest financial investments if they pose a substantial conflict.
Last year, Ms. Rice and her husband earned between $7,500 and $25,000 on their investments in TransCanada, according to financial disclosure forms (which require officials to provide only a range of investments and earnings).
?We need a full team at the State Department, including the secretary, to be free of any conflicts of interest when it comes to tar sands and TransCanada,? said Susan Casey-Lefkowitz of the Natural Resources Defense Council, which opposes Keystone XL.
?I think she would need to sell her stock, and we would fully expect her to do that.?
Ms. Rice has not been nominated by President Obama to head the State Department, but she is said to be among his top choices.
Mr. Obama recently leapt to Ms. Rice?s defense as Congressional Republicans ramped up criticism of her handling of the attack on American diplomats in Benghazi, Libya.
Ms. Rice?s office at the United States Mission to the United Nations did not immediately respond to a request for comment on her stock holdings. And TransCanada said it was not in a position to speak about potential nominees.
?That is a matter for the president of the United States,? said Grady Semmens, a spokesman for the company.
Ms. Rice, whose husband is Canadian, also has stock in other Canadian energy companies whose pipeline projects would fall under the jurisdiction of the State Department.
Federal filings show that Ms. Rice and her husband own at least $1.5 million worth of holdings in Enbridge, which transports Canadian oil sands crude through the United States. The company was heavily criticized by environmental groups after a 2010 pipeline spill dumped more than 840,000 gallons of oil near Marshall, Mich., leading to the closure of a 39-mile stretch of the Kalamazoo River.
The fate of the Keystone XL, which would ship oil sands crude from Alberta to the Gulf Coast, is expected to be one of the most controversial decisions for the new Secretary of State.

Livermore, Calif. -- By comparing simulations from 20 different computer models to satellite observations, Lawrence Livermore climate scientists and colleagues from 16 other organizations have found that tropospheric and stratospheric temperature changes are clearly related to human activities.
The team looked at geographical patterns of atmospheric temperature change over the period of satellite observations. The team's goal of the study was to determine whether previous findings of a "discernible human influence" on tropospheric and stratospheric temperature were sensitive to current uncertainties in climate models and satellite data.
The troposphere is the lowest portion of earth's atmosphere. The stratosphere sits just above the troposphere, between 6 and 30 miles above earth's surface.
The satellite temperature data sets were produced by three different research groups, and rely on measurements of the microwave emissions of oxygen molecules. Each group made different choices in processing these raw measurements, and in accounting for such complex effects as drifts in satellite orbits and in instrument calibrations.
The new climate model simulations analyzed by the team will form the scientific backbone of the upcoming 5th assessment of the Intergovernmental Panel on Climate Change, which is due out in 2014.
In both satellite observations and the computer model simulations of historical climate change, the lower stratosphere cools markedly over the past 33 years. This cooling is primarily a response to the human-caused depletion of stratospheric ozone. The observations and model simulations also show a common pattern of large-scale warming of the lower troposphere, with largest warming over the Arctic, and muted warming (or even cooling) over Antarctica. Tropospheric warming is mainly driven by human-caused increases in well-mixed greenhouse gases.
"It's very unlikely that purely natural causes can explain these distinctive patterns of temperature change," said Laboratory atmospheric scientist Benjamin Santer, who is lead author of the paper appearing in the Nov. 29 online edition of the journal, Proceedings of the National Academy of Sciences. "No known mode of natural climate variability can cause sustained, global-scale warming of the troposphere and cooling of the lower stratosphere."
The team analyzed results from climate model simulations with specified historical changes in human and natural external factors, and from simulations with projected 21st century changes in greenhouse gases and anthropogenic aerosols. They also looked at simulations with no changes in external influences on climate, which provide information on the year-to-year and decade-to-decade "noise" of internal climate variability, arising from such natural phenomena as the El Nio/Southern Oscillation and the Pacific Decadal Oscillation.
The team used a standard "climate fingerprint" method to search for the model signal pattern (in response to human influences, the sun and volcanoes) in the satellite observations. The method quantifies the strength of the signal in observations, relative to the strength of the signal in natural climate noise.

LONDON (AP) ? Serena Williams has been named the WTA's Player of the Year after winning major titles at Wimbledon and the U.S. Open, and claiming gold at the London Olympics.
Williams, who has won 15 Grand Slam singles titles and four Olympic gold medals, was 48-2 over the final seven months of the season.
It is the fourth time Williams has won the award, which is voted on by international tennis media. She also was named Player of the Year in 2002, 2008 and 2009.
Only Steffi Graf (eight times) and Martina Navratilova (seven times) have won the award more than Williams.

One man was killed and a second man was in critical condition after a shooting Monday at the funeral of a known gang member.
Mary Sistrunk said her son, 21-year-old Sherman Miller, was killed in the shooting inside St. Columbanus Church.
Another man, 26-year-old, Deonte Ousley, was rushed to surgery in critical condition.
Police said both Miller and Ousley are "convicted felons and had a gang affiliation."
Sistrunk said she lost another son in a similar incident about four years ago and said she told Miller he needed to "let go of those people and get with God."

The funeral, in the 300 block of East 71st Street, was for James Holman, who was shot and killed a week ago at 60th and Michigan. Gunfire reportedly broke out in the vestibule of the church as the funeral ended.
Eyewitness April Smith said she saw a man approach the church from 72nd and Prairie, then walk inside and start shooting. She heard at least 10 shots before seeing the man run out, drop the gun and take off, she said.
"This has to stop. If it's happening at funerals, it's going to continue to happen," she said.
Pastor Corey Brooks tweeted that gunfire broke out after he preached a funeral there.
"Please pray I believe people have been hit it is Chaos about 500 people here. This is Crazy!!"?he tweeted.
"Two people shot and it appears that one is dead and one critical,"?he tweeted. "Please pray for Chicago. This is Horrible!!
Police could not confirm Brooks' description of the scene.
Brooks on Sunday said he is considering a bid for former Rep. Jesse Jackson Jr.'s vacated congressional seat?in the 2nd District. Brooks became known as the "rooftop pastor" after holding a vigil atop a Super Motel to draw attention to Chicago violence.?
Four people were killed and 20 were injured in shootings over the long holiday weekend.
Police Supt. Garry McCarthy said Monday the police department's strategy to curb gang violence is working and the number of murders after May 1 has decreased year over year.

"The president has called on Congress to act now on extending all income tax cuts for 98 percent of American families and not to hold the middle-class and our economy hostage over a disagreement on tax cuts for households with incomes over $250,000 per year," the report said. "The Senate has passed this bill and the president is ready to sign it."
The White House also wants lawmakers to fix the alternative minimum tax, which was set up decades ago so that wealthy Americans could not avoid taxes using legal tax breaks and loopholes. The AMT was not indexed for inflation and has to be updated or "patched" every year to avoid sweeping in millions of less affluent taxpayers.
"Allowing the middle-class tax rates to rise and failing to patch the Alternative Minimum Tax could cut the growth of real consumer spending by 1.7 percentage points in 2013," the report said.
"This sharp rise in middle-class taxes and the resulting decline in consumption could slow the growth of real GDP by 1.4 percentage points, which is consistent with recently published estimates from the Congressional Budget Office."
The CEA estimated that consumers would spend nearly $200 billion less next year as a result of higher taxes. The drop would hurt the retail industry, which has accounted for nine percent of employment growth since the U.S. recession ended in June 2009, the report said.

FORT MEADE, Md. (AP) ? An Army private charged in the biggest security breach in U.S. history is trying to avoid trial by claiming he was already punished enough when he was locked up alone in a small cell and forced to sleep naked for several nights.
Pfc. Bradley Manning was expected to testify about his treatment during a pretrial hearing set to begin Tuesday and run through Sunday in a military court at Fort Meade, outside Baltimore.
Manning's lawyers contend he was illegally punished by being locked up alone in a small cell for nearly nine months at the Marine Corps brig in Quantico, Va., where he had to sleep naked for several nights.
Military commanders from Quantico and Fort Leavenworth, Kan., where Manning was later moved, were expected to testify first in the proceedings.
Judges can dismiss all charges if pretrial punishment is particularly egregious, but that rarely happens. The usual remedy is credit at sentencing for time served, said Lisa M. Windsor, a retired Army colonel and former Army judge advocate now in private practice in Washington.
In a 1956 case, U.S. v. Bayhand, a military appeals court ordered all charges dismissed against a soldier who had been forced during his pretrial confinement to do hard labor alongside a sentenced prisoner. The court ruled that the soldier had been given an illegal order.
Since then, there have been few, if any, cases in which pretrial punishment has led to dismissal of all charges. Lt. Col. Eric Carpenter, chairman of the criminal law department at the judge advocates school in Charlottesville, Va., said he couldn't find one but he couldn't say for sure that the remedy hasn't been granted.
Manning has also offered to take responsibility for the leak by pleading guilty to reduced charges. The military judge hasn't yet ruled on the offer and prosecutors have not said whether they would still pursue the charges against him.
He was kept at the Marine Corps brig from July 2010 to April 2011. The military contends the treatment at Quantico was proper, given Manning's classification as a maximum-security detainee who posed a risk of injury to himself or others. He was later moved to Fort Leavenworth, where he was re-evaluated and given a medium-security classification.
A United Nations investigator called the conditions of Manning's time at Quantico cruel, inhuman and degrading, but stopped short of calling it torture.
Outside Fort Meade, about two dozen people gathered in the rain and under umbrellas to show support for Manning. Some held a banner that said, "Support Bradley Manning." They then observed the courtroom proceedings, many wearing black t-shirts with the word "Truth" in white lettering.
The 24-year-old native of Crescent, Okla., faces possible life imprisonment if convicted of aiding the enemy, the most serious of the 22 charges.
He is accused of sending hundreds of thousands of classified Iraq and Afghanistan war logs and more than 250,000 diplomatic cables to the secret-spilling website WikiLeaks while he was working as an intelligence analyst in Baghdad in 2009 and 2010.

In addition to credit line increases, Wells Fargo is offering short-term loans to its customers. Its Direct Deposit Advance is advertised as a way to cover emergency expenses and costs $7.50 for every $100 borrowed.

However, short-term loans are rarely a good idea, said Papadimitriou. Likened to ?payday loans? by consumer groups, they carry steep fees that borrowers often can?t afford to pay back by the time the loan is due ? a date that typically coincides with their next paycheck.
When calculated over the average term of 10 days, APRs on these short-term loans typically run in the triple digits. The fee on Wells Fargo?s advance is lower than most, but its APR would still amount to a high 270% for a 10-day loan period.
