Dr. Fred Travis, director of the Center for Brain, Consciousness, and Cognition at Maharishi University explains that meditation helps people change their view of themselves and the world, which improves how they react to daily stressors. Each area of our brain is assigned to a different task; when brains are healthy these tasks are integrated. Stressful experiences prevent certain areas of our brain from functioning properly. Meditation helps create a state of "restful alertness" which reduces stress, strengthens communication between the different areas of the brain, and develops brain functioning. As a result, a consistent meditation practice with home spa products ignites more purposeful thinking and decision-making and the emotional response to the world is more balanced and appropriate.

Meditation for beginners: In order to gain the most out of meditation, make a commitment to do it daily at a regularly scheduled time (some say it takes 21 days to form a new habit, so stay with it!).

1. Find a quiet place where you will not be disturbed. Perhaps fill the background with gentle instrumental music or soothing sounds such as spa music to help you to relax.

2. Sit in a chair, on a cushion, a yoga block, a yoga mat?whatever it is, find your seat and settle. Imagine your body moving toward the earth, feeling fully grounded and supported.

3. Close your eyes and slowly scan your body from head to toe, noticing any areas of tension. Keep your jaw soft, mouth closed.

4. Bring your attention to the breath, inhaling and exhaling through the nose but never forcefully. Watch it move in and out, paying attention to any areas where it seems stuck.

5. Embrace any thoughts and visualize them floating out of your head. If you find yourself becoming distracted pick a mantra and repeat, for example, inhale "let", exhale "go". Other options may be "be still", "so hum", or "I am". It's perfectly natural to think?about your grocery list, your to-do list, your boyfriend from second grade or whatever random thoughts appear. The trick is to not force the clearing your mind. It's like saying "don't think about watermelons!" and quickly they become ONLY thing you think about!

6. Keep it short. Stay in your seat for 10-15 minutes to start, gradually working your way towards 20, then 30 minutes. You may want to set a timer or alarm.

7. Awaken. Breathe deeply three times, allowing the inhale to move down to your seat and the exhale to move up and out the top of your head.

8. Slowly open your eyes. Congratulations, you've just meditated!

Halloween Treats: Snack Less Often to Fight Cavities

The number of sweets that kids, and adults, might eat this Halloween could do some hefty damage to their teeth.

But according to some experts, it's not only how much candy you eat, but how often.

"It's unrealistic that kids will never eat candy on Halloween," said Dr. Dan Shaw, who teaches pediatric dentistry at the University of Minnesota. "So limiting the frequency is the most important thing."

Shaw suggested only eating sweets at certain times.

"Try to have a specified time of day to eat sweets, rather than having [kids] eat sweets throughout the day," he said. For example, parents might offer their kids a treat after dinner, and then have them brush their teeth before going to bed, he said.

Sugar can damage tooth enamel over time

Nearly 1 in 5 kids ages 2 to 19 have untreated cavities, according to the Centers for Disease Control and Prevention. And an untreated cavity could lead to a tooth abscess, a collection of pus caused by a bacterial infection in the center of a tooth.

Sweet treats can also hurt the enamel, or outer covering of your teeth, said Dr. Joanna Douglass, a pediatric dentistry researcher at the University of Connecticut School of Dental Medicine. "And that kind of damage is permanent."

When you eat or drink foods containing sugars, a sticky film of bacteria called plaque, which constantly forms on teeth, produces acids that attack tooth enamel. Over time, this acid causes calcium to leech out of the tooth enamel, eventually breaking down the enamel so cavities can form as bacteria enter the center of the tooth. Infection may even spread from the root of the tooth to the bones supporting the tooth.

Worst candies for teeth

Certain types of candy are worse for teeth than others.

"Any food that sticks to your teeth can be more cavity causing," Shaw said. "Something gooey like caramel would be more cavity causing than a pure chocolate bar."

Hard candy, which can stay in the mouth for a long time, can also be worse. "It allows the acid production to last longer in your mouth," he said.

But Douglass said the kind of candy you eat may matter less than the total amount of sugar in you eat. "The more sugar you have in your diet, the more bacteria you have in your mouth," she said.

Eating sugar-free candy could have the opposite effect, she said. "From a tooth standpoint, sugar-free may actually help protect your teeth."

Sugar-free foods don?t foster the growth of bacteria in the mouth like sugars do, so acid isn?t produced that damages tooth enamel.

But a 2011 study published in the British Dental Journal suggested that, over time, additives found in sugar-free food and drinks increase the risk of tooth erosion.

"The bottom line is, make sure your kids aren't snacking on sweets continuously," Douglass said. "This kind of wear and tear can lead to other serious problems and needs to be avoided."

Sandy disrupts presidential campaign 8 days out

WASHINGTON (AP) ? Hurricane Sandy overran White House politicking Monday, with President Barack Obama and Republican Mitt Romney calling off campaign rallies as the strengthening storm bore down on the East Coast.

"Sandy is another devastating hurricane by all accounts, and a lot of people are going to be facing some real tough times as a result of Sandy's fury," Romney said at a campaign stop in Ohio. He also planned to stop in swing state Iowa before standing down as the storm was predicted to make landfall Monday night.

Obama was trying to balance the need to show command in crisis while in the final throes of a tough re-election campaign. Upon arrival at the White House, he planned to convene a video conference in the Situation Room with administration officials monitoring the storm's path and running the response, then speak to reporters.

The president met with federal emergency officials Sunday before flying to Florida that night ahead of a rally scheduled for Monday. But the intensifying storm heading to the East Coast took priority, with the president signing emergency declarations for New England states in the middle of the night from his Orlando hotel room.

By dawn the White House decided to call off the politicking. Obama made a bumpy flight back to Washington and landed in a driving rain that forced him to take his motorcade, rather than his helicopter, back to the South Lawn upon arrival.

White House spokesman Jay Carney said they changed plans because the storm picked up speed and intensity overnight, making it necessary for the president to leave earlier if he hoped to get back to Washington.

"The president's priority right now is the safety and security of Americans who are in the path of the storm," Carney said. "It's essential in his view that he be in Washington ... to oversee that effort and to be updated on it."

Obama's plans to campaign Wednesday in Ohio were still on, though campaign officials said they were evaluating travel plans on an almost hourly basis.

Most of the White House news media representatives who accompanied Obama to Florida were left there after the pilots of separate, charter flights determined it was unsafe to follow Air Force One back to Washington.

Obama's aides considered moving the Orlando event even earlier Monday morning but were told that would put Air Force One back too late to land safely. Nearly all commercial flights had already been canceled in the Washington area as heavy rains soaked the capital ahead of Sandy's expected landfall Monday night.

With eight days before Election Day, neither campaign could afford to fully shut down its political activity in a race that remains tight. Four critical election states are affected by the storm ? North Carolina, Virginia, Ohio and New Hampshire ? but there was still unthreatened ground to cover across the rest of the country.

While the impact of the storm had yet to be seen, at the very least it was a distraction as both sides were looking to make their final appeals and millions of ballots were already being cast in early voting. It threatened to dilute Romney's efforts to close the deal with voters while giving Obama a platform to show leadership in the time of crisis. And power outages could end up cutting off their message in television ads and automatic phone calls in the eastern swing states.

Obama advisers said they said they were confident in their ground game even if Obama has to curtail his campaign appearances.

"We're obviously going to lose a bunch of campaign time," senior campaign adviser David Axelrod told reporters in a conference call. "We'll try to make it up on the back end."

Republicans concede that the storm essentially pushes a pause button on the momentum Romney had been building in key states across the country, but argue that it's not necessarily a bad thing. They insist they are in strong positions in battlegrounds like Ohio, Florida, Colorado and Iowa, but acknowledge that Virginia could be a problem. Romney was forced to cancel three rallies planned for the state on Sunday and it's unclear when he'll be able to return.

Romney's campaign is considering a plan to send the candidate to New Jersey later this week, where he could meet with victims and gauge damage with political ally Gov. Chris Christie. The move would follow the path Romney took in the wake of Hurricane Irene following the Republican National Convention, when he toured storm damage in Louisiana with Gov. Bobby Jindal, also a supporter.

Former President Bill Clinton still planned to appear before voters at the Orlando rally in Obama's absence. Later Clinton and Vice President Joe Biden were appearing together in Youngstown, Ohio. Biden was originally supposed to campaign in New Hampshire Monday, but diverted to Ohio to replace Obama after the president canceled his appearance to stick to Washington.

Polls suggest Obama has an advantage in reaching the required 270 Electoral College votes. But Romney's campaign is projecting momentum and considering trying to expand the playing field beyond the nine states that have garnered the bulk of the candidates' attention.

A senior Republican official, speaking on the condition of anonymity to disclose private deliberations, said Romney's team was discussing sending the GOP nominee, Ryan or both to traditionally left-leaning Minnesota during the campaign's final week.

Clinton planned to campaign in the state Tuesday with likely stops on college campuses, before continuing on a tireless swing to help fill Obama's void this week to Iowa, Colorado, Ohio, Virginia, New Hampshire and Wisconsin.

Both campaigns used social media to urge supporters to donate to the Red Cross and said they would stop sending fundraising emails on Monday to people living in areas in the storm's path.

Romney staffers in North Carolina, New Hampshire, Pennsylvania and Virginia were collecting storm-relief supplies at campaign offices to be delivered via one of Romney's campaign buses. In an email, Romney encouraged supporters in the storm's path to help neighbors get ready.

"For safety's sake, as you and your family prepare for the storm, please be sure to bring any yard signs inside," the email read. "In high winds they can be dangerous, and cause damage to homes and property."

DETROIT (Reuters) - Shutout for the second straight game by the San Francisco Giants and on the brink of being swept from the World Series, the defiant Detroit Tigers rolled out every clich? in the sporting book of comebacks on Saturday.

From every corner of the Tigers locker room, stunned players searched for words to explain how they had stumbled into a 3-0 hole in the best-of-seven series and when they could not offer up an explanation fell back on the time-worn classics, including "it's never over, until it's over."

Detroit's bats have gone colder than the chilly Michigan weather.

Beaten 2-0 on just two hits in San Francisco on Thursday, the return home did little to inspire the Tigers as they were beaten again by the same score on Sunday, stretching their scoreless run to 18 straight innings.

Shutout just twice during the 162-game regular season, Detroit became the first team since 1966 Los Angeles Dodgers to be blanked in back-to-back World Series games.

"We've had our backs against the wall before," said closer Phil Cock, glaring at reporters. "We haven't done anything easy all year so might as well do it the hard way.

"There ain't no quit in any of us. No one is going to stop fighting. That right there is a huge key and we have that."

The biggest problem for the Tigers has been a lack of production from their biggest bats.

Triple Crown winner Miguel Cabrera, the first player in 45-years to lead the American League in home runs, RBI and batting average and Prince Fielder, Detroit's prized off-season signing, combined for 74 homers during the regular season.

But the two sluggers are a combined 3-for-19 in the World Series while Detroit has managed a single run off Giants starters.

"I don't make excuses," said Fielder. "If I knew (what was wrong) we wouldn't be doing it. We're just not getting it done. It's still baseball you have to come out and play hard.

"That's all you can really do, we don't get to write the script."

No team has ever clawed their way back from a 3-0 deficit to win a World Series.

In fact, only once has a team rallied from 3-0 down to win a best-of-seven playoff series, the Boston Red Sox coming back to shock the New York Yankees in the 2004 American League Championship Series.

"We've won four games in a row before but we're just going to take it one game at a time and come out tomorrow and be ready to play," said Tigers right fielder Andy Dirks. "Sometimes all it takes is one little bounce here or there.

"Tomorrow if we win, that's the momentum going our way that's what we're looking to do and take it one game at a time and see where it ends up.

"All it takes is one at bat to get everybody rolling again. One big inning here, one big something there and the momentum switches and that is what this game is, a game of momentum."

Mexico City school seeks to dignify mariachi music

MEXICO CITY (AP) ? In the golden age of mariachi, thousands of music lovers would crowd into theaters and fancy restaurants or fill the Plaza Garibaldi in the heart of the capital just to hear their favorite tunes played on guitar and violin. On a recent evening in the same plaza, that golden age was a distant memory.

Roving bands of musicians chased down cars on one of the city's busiest avenues, leaning into windows to bargain over the price of a song. Black-clad musicians in cowboy boots then assembled ragtag groups that played out of tune while singers hoarsely belted out mournful ballads about love and heartbreak.

The aching music may remain one of Mexico's top cultural exports, by which the country is known worldwide, but its fortunes have fallen in its homeland, with few well-trained musicians and few decent venues to play in.

A new mariachi school in Mexico City is seeking to revive a music that has lost ground over the years and that sometimes seems relegated to commercial jingles and elevator Muzak. Called the Mariachi School Ollin Yoliztli, meaning life and movement in indigenous Nahautl, the school teaches folk bands how to play professionally while grooming a new generation of songwriters and composers.

"What this school will do is dignify mariachi music," said director Leticia Soto.

Housed in a former nightclub on the plaza, it's Mexico's first professional school dedicated to the genre. Eventually, Soto said, she hopes to offer Mexico's first university-level degree in the music. Another school in the western state of Jalisco, the birthplace of mariachi, offers workshops but not a degree.

The goal is to formalize a music that has largely been passed down among the generations, without formal instruction. Last year, UNESCO recognized mariachi as an Intangible Cultural Heritage of Humanity, and the city has tried to protect that heritage by both cleaning up the plaza and helping set up the school.

Most of the more than 2,000 musicians who ply their trade at the newly renovated colonial plaza learned to play traditional favorites such as "Cielito Lindo" and "Guadalajara" from their parents or other relatives. Most of the players there can't read music and run through the songs by ear.

Miguel Martinez remembers a different time. The 91-year-old began playing the trumpet 78 years ago in the Plaza Garibaldi, when there were only five mariachi groups working there, with only two including trumpet.

He joined the Mariachi Vargas de Tecalitlan, Mexico's top ensemble, in 1940, when the music was featured almost daily on the radio. Hundreds also packed the Blanquita Theater for shows that included some of the top singers of ranchera, another, more guitar-based genre.

"It makes me very sad to see what these mariachis have done to the music that el Mariachi Vargas did so much to honor," Martinez said. "The truth is that I would leave this world very happy if I could see that our folklore will continue, because we were losing it."

With that in mind, he called the school "a fantastic idea and something that authorities should have done a long time ago."

For guitarist Arlette Gudino, one of a dozen women accepted at Ollin Yoliztli, playing mariachi music is a passion passed down by her trumpet-playing great-grandfather.

"There are places outside of Mexico where people get more excited to listen to mariachi than here," said the 23-year-old actress. "I would like to do something to get people to value the musical treasure we have."

The 102 members of the first class range from a 14-year-old junior high school student to a 68-year-old retired nurse. They started school last week and are scheduled to graduate in three years with a technical degree.

During that time, they'll learn music theory and mariachi history and be taught how to sing as well as play the trumpet, guitar, violin and the round-backed guitar called the vihuela.

Trumpet player Raul Rosas, 38, who waits in the plaza for clients, admitted he and the other musicians there could use some training.

"We all should go that school because we don't play the music like it should be played," said Rosas, one of nine brothers who play in mariachi bands. "We're musicians who play by ear, why fool ourselves?"

The first mariachi bands, in the 18th century, played only stringed instruments and dressed in white cotton fabric, huarache sandals and wide-brimmed straw hats ? the clothing of Mexican farm workers of the time.

Trumpets were added in the early 20th century, and mariachi bands began wearing the more elegant charro, or cowboy, outfits familiar to modern audiences: a short, embroidered jacket, snug-fitting pants with shiny buttons along the legs, fluffy bow ties and the iconic wide-brimmed sombreros.

By the mid-20th century, mariachi music had become a widely popular symbol of Mexican culture, played by radio stations and featured in charro films during the country's Golden Age of cinema, from 1935 to 1959. By then, the music had become popular in Central and South America and the United States.

The 1980s saw the genre fade as radio buzzed with more commercially successful music such as norteno and banda, which includes lyrics about drug trafficking, or pop music.

Now, few hit songs are done in the mariachi style, and only a handful of places in this metropolis of 20 million feature live, professional mariachi bands.

The genre's absence in the mass media and intellectual circles also contributed to its decline, said anthropologist Jesus Jauregui, the top expert on the music in Mexico.

"The place mariachi bands get in movies nowadays is not very dignified because they are usually second-rate characters who are accompanying the singer," Jauregui said. "Another factor is the contempt with which the Mexican intelligentsia treats mariachi. No historian or sociologist, musicologist or folklore expert has done studies on mariachi music."

Nonetheless, mariachi retains deep roots in Mexican culture, with many people knowing by heart longtime favorites. Almost every big event in Mexico, from weddings and funerals to Mother's Day celebrations, includes a mariachi band, and abroad, the music offers a tie for many Mexicans to their native land. Most of that music is amateurish at best.

The handful of top mariachi stars left can nonetheless still fill auditoriums in Mexico, and fans can catch the best mariachi at occasional festivals.

"In the United States, the music is viewed with more respect and that has to do with the fact that they teach it in junior high schools and in high schools and that doesn't happen in Mexico," Jauregui said.

Soto's school has tried to turn that around by hiring some of the best musicians in the business, including former members of the group Mariachi Vargas de Tecalitlan, which continues to tour worldwide, often performing with classical orchestras and symphonies.

If anything, the market has shown it'll pay more for higher quality mariachi, said Victor Lemus, 44, who has played violin with Los Emperadores in Plaza Garibaldi for the last 22 years.

Many in the 14-member ensemble have taken private music classes, and they practice twice a week. That lets them charge twice the average rate of $8 (100 pesos) per song for bands with six members.

Still, on a recent night, none of the Mexican and foreign revelers dancing to the energetic two-step rhythms at the plaza seemed to mind that most of the bands lacked polish, instead requesting songs until they ran out of money or energy.

"Most mariachis right now just put on the charro suit and go out to the street to play and they forget that after the flag, the mariachi is what best represents Mexico," Lemus said. "But if the new generations learn to play it like it should be, they will ennoble the music."

Ravens fined $20K for not listing Reed's injury

NEW YORK (AP) ? The NFL fined the Baltimore Ravens $20,000 Friday for not listing safety Ed Reed on the team's injury report.

Reed publicly acknowledged his right shoulder injury Oct. 17, a few days before the Ravens played Houston and said it could be affecting his play. The Pro Bowl safety played during practices and games after the injury occurred.

The league he should have been listed on the injury report with a shoulder injury and was fully participating in practice.

The NFL's policy on injury reports states that players with "significant or noteworthy injuries must be listed on the report, even if the player takes all the reps in practice." The rule covers players the team is certain will play in upcoming games.

Reed has played in every game this season. He has 30 tackles, two interceptions ? including a 34-yard return for a touchdown ? and seven passes defensed.

Washington and Buffalo were fined $20,000 each for similar infractions last week.

The Redskins were fined for not properly updating media on quarterback Robert Griffin III's status during a game against Atlanta on Oct. 7. He left with a head injury that turned out to be a mild concussion.

The Bills failed to list defensive end Mario Williams on the injury report while he was being treated for a sprained left wrist. Williams said on Oct. 3 that the wrist had been bothering him for weeks and limiting his play.

Iraqi Shiites brace for violence amid Syria fears

BAGHDAD (AP) ? Iraqi Shiites increasingly fear the Muslim sect and its holy sites could be targeted in neighboring Syria as the civil war there takes on increasingly sectarian overtones, and Iranian-backed militants are girding for violence in both countries, according to Shiite leaders and government officials.

The Iraqi concerns center on the role ultraconservative Sunnis might play in Syria should President Bashar Assad be forced from power, and on what they see as growing threats to the revered Sayyida Zainab mosque complex outside Damascus.

The golden-domed shrine is believed to house the grave of the Prophet Muhammad's granddaughter and is one of Shiite Islam's holiest sites. It was damaged in June when a suicide bomber blew up an explosives-packed van nearby, and Sunni hard-liners have threatened to destroy it since.

Many Iraqi Shiites are haunted by memories of the 2006 bombing of the al-Askari shrine in the Iraqi city of Samarra. That attack was blamed on al-Qaida in Iraq and set off years of retaliatory bloodshed between Sunni and Shiite extremists that left thousands of Iraqis dead and pushed the country to the brink of civil war.

"We have real concerns that the Samarra attacks will be repeated" at the Zainab shrine, said Saleh al-Haidari, the head of Iraq's Shiite endowment. "The retaliation could be huge and very violent."

Violence in Iraq, where the Shiite majority rose to power following the ouster of Saddam Hussein's Sunni-dominated regime after the 2003 U.S.-led invasion, has fallen sharply in recent years. There have been several major attacks on Shiite targets blamed on Sunni insurgents, but so far Shiite militants have not responded in force.

Iraqi officials fear the shift in Syria's power balance could change that.

An official in the Badr organization, a conservative Shiite bloc that is part of Iraqi Prime Minister Nouri al-Maliki's ruling coalition, said Shiite militant groups have acquired new advanced and heavy weapons and were gearing up for a fierce reaction if the Zainab shrine were hit. The official spoke on condition of anonymity because of security concerns.

A Shiite militant who described himself as a member of the anti-U.S. cleric Muqtada al-Sadr's Mahdi Army militia said about 200 Iraqi fighters drawn from the ranks of various Shiite militias, including Asaib Ahl al-Haq and the Hezbollah Brigades, have made their way to Syria in order to protect shrines there.

Lebanon's Iran-backed Hezbollah militia is also believed to be sending fighters to help the Assad regime, which is dominated by Alawites, an offshoot of Shiite Islam.

The 42 year old militant, who agreed to be identified only by the nickname of Abu Zainab because the Mahdi Army is officially no longer supposed to be engaged in military activities, said the fighters are being supported by Iran and consider the defense of the holy sites to be a religious duty. "They are happy to do this," he said.

Iran has been providing logistical support and small arms to volunteer fighters guarding the shrine, the militant said.

Tehran has long denied supporting violence in Iraq, although it has seen its influence rise since American troops withdrew in December.

It is extremely difficult to independently verify the Iraqis' claims. Some officials downplayed the suggestion that Iraqi militia members had been formally sent to take up arms in Syria in recent months, though they suggested that Iraqi Shiite militants who had settled near the Zainab shrine prior to the Syrian uprising have stayed to defend the site.

Iraqi government spokesman Ali al-Dabbagh said the government is concerned that Shiite holy sites in Syria could be targeted.

"The targeting of these shrines will lead to the eruption of a sectarian volcano in the region. This will set off a sectarian fire that nobody will be able to put out. Certainly, we have great fears about this," he said.

Iraqi officials acknowledge that well-armed Shiite militiamen remain in Iraq, despite efforts to disarm them or integrate them into state security forces.

A senior Iraqi security official estimated there are 2,000 to 3,000 well-trained militiamen in Iraq, and said they have access to hidden caches of heavy weapons. The official, who refused to allow his name to be used because he is not authorized to release the information, said the potential targeting of Shiite shrines in Syria risks provoking not just militias, but "the whole Shiite community."

Even as concerns grow that Iraqi Shiites could be drawn into Syria's civil war, Sunni fighters aligned with al-Qaida's Iraq franchise are believed to be moving back and forth across the Syrian border to help Sunni rebels overthrow Assad, according to senior Iraqi security officials. The group is also setting up training camps for insurgents in Iraq's western deserts, officials say.

"It is very difficult to imagine a scenario could emerge in the long term where you have this continued stalemate (in Syria) and the various factions in Iraq don't get involved," said Aram Nerguizian, a Middle East expert at the Center for Strategic and International Studies in Washington. "Most observers, myself included, are still trying to map out who the players are."

Fear for the fate of Syrian Shiites and the Zainab shrine in particular are palpable among Iraq's Shiite faithful.

Believers point worryingly to statements made in Internet postings and on ultraconservative Sunni satellite channels from the Gulf calling for Zainab's destruction.

While the threats represent a minority, extremist point of view, they are being taken seriously on the streets of Iraq.

Tears welled up in Rasheed al-Sheikh's eyes when he was asked about the Syrian shrine earlier this week. The 75-year-old moneychanger, who does business in Baghdad's Shiite Kazimiyah neighborhood, heard of threats to the shrine from other merchants. He said he fully supported sending fighters to Syria.

"Of course this is a good thing. We all love the shrines," he said, growing emotional at the thought that the holy sites could be harmed. "They (Sunni extremists) are serious about these threats. They've done it many times before."

Fed sticks to stimulus plan, says economy a bit firmer

WASHINGTON (Reuters) - The Federal Reserve on Wednesday stuck to its plan to keep stimulating U.S. growth until the job market improves even as it acknowledged some parts of the economy were looking a bit better.

In a statement after a two-day meeting, the central bank repeated its vow to keep rates near zero until mid-2015 and its pledge to keep supporting growth while the recovery strengthens.

The Fed's policy-setting panel made no change in its plan to purchase $40 billion in mortgage-backed debt per month to push interest rates lower and spur a stronger recovery.

"The committee remains concerned that, without sufficient policy accommodation, economic growth might not be strong enough to generate sustained improvement in labor market conditions," the Fed said.

U.S. stocks edged lower after the announcement and the dollar extended gains against the euro, while Treasury bonds showed little reaction, closing the session lower.

The central bank's statement differed little from its announcement last month in which it launched its third round of bond-buying, or quantitative easing, known as QE3, and made clear officials still had concerns on the recovery's strength.

Analysts said December will likely be a more eventful meeting as the Fed decides what to do when its separate Operation Twist program, in which it is buying long-term Treasury debt with proceeds from short-term securities, expires at the end of the year.

"Officials will likely make a decision then on whether QE3 will be extended to include Treasuries purchases when Operation Twist ends at year-end," said Jim O'Sullivan, economist at High Frequency Economics. "We expect it will be."

U.S. gross domestic product grew at an annual rate of just 1.3 percent in the second quarter. Economists expect the pace of recovery quickened a bit in the third quarter but not by enough to put steady downward pressure on the jobless rate, which fell sharply in September but remains at an elevated 7.8 percent.

HOUSING STARTS, BUSINESS SLACKENS

The Fed noted the housing sector was continuing to gather its strength and said household spending had grown "a bit more quickly." However, it cautioned that business investment was softening.

It also nodded to a recent increase in inflation but said it was linked to higher energy prices, adding that inflation expectations have remained stable -- a sign officials think pressures will remain under wraps.

Richmond Federal Reserve Bank President Jeffrey Lacker dissented against the decision, as he has done at every meeting this year.

The central bank's announcement came just under two weeks before the U.S. presidential election. Economists said policymakers were likely to keep their heads down and avoid drawing any political fire.

The Fed, which has held rates close to zero since December 2008, had already bought $2.3 trillion in mortgage-related and government debt before it launched its latest round of stimulus.

Some analysts and many conservative politicians have expressed concern the Fed's policies could spark inflation, but prices increases have remained tame so far.

The problem is, growth has too. At the same time, a looming tightening of U.S. fiscal policy risks tossing the economy back into recession.

Europe's debt crisis, a key source of concern for the Fed, also remains unresolved, although it is not flaring up too wildly in financial markets, offering comfort that the U.S. economy will escape any contagion.

TALKING THE TALK

Aside from their discussion over the stance of monetary policy, officials likely continued to debate fine-tuning their communications strategy by adopting numerical thresholds for economic variables that would guide the central bank's unconventional stimulus.

However, no new announcement was made. Analysts say to look to the Fed's next meetings in December or January for greater clarity on policymakers' goal posts.

Chicago Federal Reserve Bank President Charles Evans has advocated keeping rates near zero until the unemployment rate, currently at 7.8 percent, goes down to 7 percent, as long as inflation does not exceed 3 percent. The central bank formally targets 2 percent inflation.

Officials are also strongly considering the adoption of a consensus economic forecast for the central bank as a whole, as opposed to the quarterly individual projections for growth, employment, inflation and interest rates currently published.

Lady Liberty?s crown reopens to visitors this weekend

For one of the best views of New York, you have to get inside a great lady?s head.

Starting this weekend, it?s possible again as the Statue of Liberty crown reopens to the public on Sunday after a year of renovations. Visitors seeking magnificent vistas of the Big Apple and a glimpse of the famous monument?s inner workings are already snapping up tickets online.

?It?s an experience that stays with you for your entire lifetime,? said Chris Heywood, a spokesman for New York City?s official tourism agency NYC & Company, who still remembers making the climb as a child.

?The Statue of Liberty remains one of the city?s most iconic attractions and there certainly will be a pent up demand for visitors to want to go up and see the crown.?

The renovations promise better access and safer conditions. There are two new staircases, a new elevator inside the pedestal and a lift that will take visitors who are mobility impaired higher into the monument than ever before, said Mindi Rambo, a spokeswoman for the National Parks of New York Harbor.

?For the first time, people in wheelchairs will be able to go up to the top of the pedestal and actually see into the statue, whereas before, the highest level that they ever really got to was the museum level,? Rambo said.

?The lift is brand new, we?ve never had that before and we?re very excited about it.?

There is no elevator service from Lady Liberty?s feet to her head, so visitors must still go up a double spiral staircase to reach the crown. Official pamphlets warn it?s a strenuous journey, but Heywood recalled that it feels short ?when you?re looking forward to a view that?s stunning.?

It takes adults up to 20 minutes to make the climb depending on whether they stop to examine the statue?s inner architecture and copper skin, Rambo said.

?You can see the folds of the robe, the interior of the statue, and many people find that fascinating. They stop to take photos and point things out to their kids like, ?Oh, that looks like the back of her heel,?? Rambo said.

Once at the top, only 10 adults can fit inside the crown, a space that?s much smaller than people expect, Rambo added. Visitors often tell park rangers that they have come because they remember making the trip as a child and want their kids to have the same experience.

?I think part of that is just driven by the ability to say that they have made that climb and to look out into the harbor and, I suppose in a way, to look back in time to when people came on the big steam ships,? Rambo said.

The crown will be open each week from Thursday through Sunday. If you?d like to visit, you must make a reservation through Statue Cruises ? the monument?s ferry transportation provider.

Tickets became available on October 1 and sales have been brisk: just a few dates in December remain available for 2012.

This is the second time in recent years that the National Park Service is reopening the statue?s crown. The attraction was closed after the 9/11 attacks for security reasons and then reopened on July 4, 2009.

The chance to make the climb will give travelers just one more reason to visit New York, which is on track to set another record year for tourism, Heywood said.

Sunday?s crown reopening also coincides with the 126th anniversary of the statue?s dedication.
